The duties of the Chapter President as defined in the Chapter’s Constitution are:

• Be Chairperson of the Executive Board, call and preside over all meetings of the Chapter and Executive Board at which he or she is in attendance.

• Fix the time and place of meetings except as otherwise directed by the membership.

• In accordance with Article VI, set the agenda for Executive Board and Chapter meetings.

• Appoint and direct the activities of the various committees, standing or special, required by this constitution or established by the Executive Board, or as may be ordered by vote of the membership, except as otherwise provided herein.

• Attend all regional presidents' meetings (RPMs) and such other meetings as required by the Association or direction of the chapter, and report back to the Executive Board and chapter membership at the next chapter meeting, with recommendations for chapter action or as otherwise required.

• Become familiar with the Chapter Constitution, policies and procedures, and Robert’s Rules of Order.

• Perform such other duties as normally pertain to the office of President or ordered by this constitution.

The duties of the Chapter President as defined in the Chapter’s Constitution are:

• In the absence or disability of the President, possess all of the powers and perform all of the duties in his/her stead.

• At all times assist the President in the performance of his/her duties.

• Assume the office of President if a vacancy occurs.

• In coordination with the Chief Job Steward and Site Representative Coordinator, call and conduct periodic meetings between the Site Representatives and Job Stewards to ensure an appropriate level of communication and coordination between these two programs.

• Serve as Chairperson of the Constitution Committee.

• Become familiar with the Chapter Constitution, policies and procedures, and Robert’s Rules of Order.

• Perform such other duties as may be assigned by the President/Executive Board or ordered by this constitution.

The duties of the Chapter 2nd Vice President as defined in the Chapter’s Constitution are:

• In the absence or disability of the 1st Vice President, possess all of the powers and perform all of the duties in his/her stead.

• At all times assist the President and 1st Vice President in the performance of their duties.

• Assume the office of 1st Vice President if a vacancy occurs.

• Serve as Chairperson of the Membership Committee.

• Coordinate the activities of the standing committees.

• Become familiar with the Chapter Constitution, policies and procedures, and Robert’s Rules of Order.

• Perform such other duties as may be assigned by the President/Executive Board or ordered by this constitution.

The duties of the Chapter Secretary as defined in the Chapter’s Constitution are:

• Keep an accurate record of all proceedings of chapter and Executive Board meetings, including an accurate roll of members and officers in attendance at each.

• Keep an accurate roster of the officers of the chapter and see that such information is forwarded to the Association as required.

• Issue notices of all meetings of the Executive Board and chapter meetings, which shall include notice of matters for discussion at same.

• Notify members of all committees of their appointment/election.

• Have custody of all correspondence, official documents and historical records of the chapter, which shall be open at all times for the inspection of the President or his/her agent and members of the Executive Board.

• Maintain up-to-date copies of the Constitution & Bylaws and Policy of the Association and the constitution of this chapter and see that copies of same are available for reference at all Executive Board and chapter meetings, and available for inspection by the general membership upon request.

• Ensure that a current copy of Robert’s Rules of Order is available for reference at Executive Board and Chapter meetings.

• In accordance with Article VI, set the agenda for Executive Board and Chapter meetings.

• Respond to all communications on behalf of the Chapter, under the direction of the Executive Board.

• Perform such other duties as normally pertain to the office of Secretary or as may be assigned by the President/Executive Board or ordered by this constitution.

The duties of the Chapter Treasurer as defined in the Chapter’s Constitution are:

• Receive all funds of the chapter and keep and disburse same under the direction of the President and as required by the Constitution & Bylaws of the Association and this chapter.

• Keep or cause to be kept regular books and full accounts which shall be open at all times to inspection of the President or his/her agent and the Auditing Committee.

• Provide access to all records, vouchers and statements to the Auditing Committee for annual inspection at the close of each fiscal year.

• Report at each meeting of the chapter as to the financial condition of the treasury with a detailed statement of receipts and expenditures and accounts payable, to include per capita dues/fees paid and owed to the Association if any.

• Prepare the annual PERB financial report to include the last day of the fiscal year, and immediately submit same to the President for review and forwarding to the Association, and the membership.

• Promptly process and forward membership applications and dues payments to CSEA Headquarters and payroll deduction authorizations to proper district office for processing.

• Maintain an accurate record of members in good standing, and prepare such monthly reports and remittances as may be required by the Association and promptly forward to CSEA Headquarters within thirty days of request.

• Assist in preparation of the chapter budget.

The duties of the Chapter Union Steward as defined in the Chapter’s Constitution are:

• Ensure that the Union Steward program of the chapter functions according to the requirements set forth in this constitution.

• Guide and direct the Union Stewards in the performance of their duties in order to ensure that all grievances are handled properly in their investigation and filing, as well as consistent in their resolution.

• Maintain the necessary records on matters of contract enforcement to permit the chapter to effectively represent bargaining unit employees.

• Process all grievances not settled at the immediate-supervisory level, unless CSEA staff assistance is required.

• Serve as Chairperson of the Grievance Committee, and keep the Executive Board informed on all grievance activity.

• In coordination with the 1st Vice President and Site Representative Coordinator, call and conduct periodic meetings between the Site Representatives and Union Stewards to ensure an appropriate level of communication and coordination between these two programs.

The duties of the Chapter Public Relations Officer as defined in the Chapter’s Constitution are:

• Edit and distribute a newsletter or similar publication as may be authorized by the Executive Board and the chapter membership.

• Write articles of interest pertaining to chapter affairs for local newspapers and official publications of the Association.

• Ensure that all media inquiries about CSEA activities are directed to the Public Relations office; and ensure that official press releases or statements about CSEA activities are released by the Public Relations office.

• In conjunction with the Chapter Secretary, publish and distribute communications under the direction of the Executive Board.

• Perform such other duties as normally pertain to the Public Relations Officer or as may be assigned by the President/Executive Board or ordered by this constitution.

The duties of the Chapter Site Representative Coordinator as defined in the Chapter’s Constitution are:

• Coordinate and direct the activities of the Site Representatives.

• Work with Association, regional and local members and staff to organize, implement and coordinate a system of Site Representatives who will assist with CSEA’s communication network.

• Meet with all Site Representatives at least twice each year, individually or in groups; and/or communicate with all Site Representatives at least four (4) times each year, via intra-district mail, U.S. mail, e-mail, fax, phone or any other form of mass communication.

• In coordination with the 1st Vice President and Chief Job Steward, call and conduct periodic meetings between the Site Representatives and Job Stewards to ensure an appropriate level of communication and coordination between these two programs.

• Perform such other duties as normally pertain to the Site Representative

• Coordinator or as may be assigned by the President/Executive Board or ordered by this constitution.

The duties of the Chapter Past President are:

• Act as counselor to the elected officers and assist the Executive Board in the performance of its duties.

• In the absence or disability of the President, 1st Vice President, and 2nd Vice President, possess all of the powers and perform all of the duties in the President’s stead.

• Become familiar with the Chapter Constitution, policies and procedures, and Robert’s Rules of Order.

• Perform such duties as may be assigned by the President and/or the Executive Board.
