Cart Before the Horse

Dear Members and Classified Colleagues,

Friday afternoon, you received a message from Mt. SAC President Bill Scroggins stating the “executive team” had finalized a process to identify onsite critical workers and that these unit members will be contacted and asked to sign a telecommuting agreement. 

After consulting with the CSEA Field Office, at this time CSEA is advising you that signing the “telecommuting agreement” referenced by President Scroggins before it has been negotiated by your CSEA Chapter 262 negotiations team could waive your rights and other protections otherwise guaranteed under our collective bargaining agreement.  President Scroggins’ message implies an agreement has already been reached.  NO AGREEMENT HAS BEEN REACHED at this time.

The District’s actions are poorly timed, and they have “put the cart before the horse.”  CSEA’s primary concern is the health and safety of its members.  The District’s primary concern is the college mission.  CSEA will not waive your right to negotiate nor your right to work in a safe, healthy workplace at any time.  Ever.  Period.  These times are trying, and we all have pressures and concerns and responsibilities.  Sometimes people act hastily when trying to do the right thing.  We understand that, and appreciate the unprecedented circumstances we find ourselves in.  At the same time, CSEA will still continue to protect your rights even under these most trying times.

When an agreement is reached, and when all the matters under the scope of representation are negotiated, your CSEA leadership will contact you and let you know we have reached agreement.  You will be given a copy of this agreement with our recommendation.  Stay tuned for more information.
